Home care workers will be provided with permanent residence (PR) on arrival in Canada under enhanced caregiver pilots announced today by Marc Miller, Minister of Immigration, Refugees and Citizenship.
In addition, they will be allowed to work for organizations that provide temporary or part time care for people for people who are semi-independent or recovering from an injury or illness.
Under the new pilots program, anyone wishing to work in Canada’s home care will be able to apply after meeting certain criteria: attain a minimum of level 4 based on the Canadian Language Benchmarks (CLB), hold the equivalent of a Canadian high school diploma, have recent and relevant work experience and receive an offer for a full-time home care job.
Marc Miller said, “Caregivers play a critical role in supporting Canadian families, and our programs need to reflect their invaluable contributions.”

According to Immigration Refugees and Citizenship Canada (IRCC), the inventory of Live-in Caregiver Program was over 60,000 persons in June 2014. The number has been reduced to about one percent. Canada will admit over 15,000 caregivers under the 2024-2026nImmigration Levels Plan.
Caregivers have advocated for landed status over several years to reduce the hardship faced in the hands of recruiters and private proprietors.
